What happened?

As a result of #9387 , while no longer generating an error, we create a "Process recurring scheduled triggers" task with no task log or other data every 30 seconds when there's an active trigger in a disabled project.

Reproduction

Exact reproduction hasn't been successful, but in the impacted customer's case, the projecttrigger ID was the first in the table.
