What happened?

If you have releases in a project, and delete all existing steps in its deployment process, the releases are hidden from view.

Reproduction

1. Create a release in a project with a process
2. Delete the deployment process
3. View the Releases tab to see the default new-project message (Deployment process required. Before you can release and deploy your software, you will need to create a deployment process.)
