Step package feed does not use configured proxy

I could reproduce the problem in the latest build

What happened?

The step package feed doesn't respect proxy settings at all. It still tried to connect to the package feed and update without connecting via a proxy

Configure a proxy Run the sync for step template updates Observe Octopus not using proxy
