What happened?
When executing a Run a Script step against an Azure deployment target, appears to be hard-set to use the Azure tools bundled with Octopus Deploy.

Create Project Add Run a Script step to process Configure step to run on an Azure target Deploy Release and examine task log
Error and Stacktrace

Workaround
Convert Run a Script step to a Run an Azure script step type or add a project variable named OctopusUseBundledTooling with a value of false.
