Some Azure Deployment Target Create Pages don't show validation messages on the associated controls

What happened?

When creating an Azure Web App or Azure Cloud Service Deployment Target, if you fill out the Display Name, Environment, and Role and then click save, you will receive several validation errors but the associated drop downs are not showing the errors.

I did a quick attempt at fixing this on the Azure Web App page with the changes on this branch but I'm not sure what other deployment targets could be affected so it was a bit out of scope with what I am working on so I created this issue instead.

Reproduction

1. Create a new Azure Web App or Azure Cloud Service Deployment Target
2. Fill out the Display name, Environments and Roles sections
3. Click Save
4. Note that the validation errors shown at the top don't show on their respective components in the form.
