Content creation permission doesn't work with stages

Steps to produce :

1. Create a Joomla Content Category, let say, Category A
2. Set the content creation permission for Category A is allowed for Public
3. Create a content type for Category A
4. Public is able to create a content, working properly
5. Now edit the content type, make it 2 stages
6. Public is no longer able to create content
