Option to restrict chipping special skills

This is part of the rules, though may be best to, by default, have all allowed. Could, for special skills:

• Hide the chip
• Have a dialogue popping up saying "oi, this ain't usually alowed. you sure?"

In either case, best to have a sheet option for it
