点了下载不会开始下载 再次点击也只会出现 此资源的下载已存在于下载管理器中，是否重新下载？ 的弹窗 如何处理?

不太像是脚本的问题，有安装其他下载管理插件吗？或者看一下是不是浏览器拦截了下载操作（地址栏的右侧）
