support rtcstats.js data ingestion

Observer should support ingestion of the rtcstats library data.

rtcstats - originally by fippo and now frequently updated under the Jitsi rtcstats project is a popular WebRTC stats collection library. Acceptance of rtcstats data would make it easy to use Observer for existing rtcstats users - including the Jitsi Meet.
