[Counting] Suggestion: Pin and send message on certain counts

Feature Description Every X numbers, and for specific numbers, post customisable messages + pin the message.

I.e. if you reach 69, it pins and goes "@User got us to the funny number. Nice."

Or, with placeholders, "@User reached {count}!"
