Issue Description

Memory allocation failed error thrown during execution of getmodel. This appears to be a different issue to https://github.com/OasisLMF/ktools/issues/165, as the error still appears when using a zipped footprint file with uncompressed size information.

Version / Environment information

Witnessed in ktools v3.8.0.
