Separate versioning of OED and ORD

ODS Community,

Following feedback from the community and steering committee, its been decided that the versioning of OED and ORD will be done independently on separate Github Repos going forward.

When releasing a new version of ODS, versions of both OED and ORD were being changed regardless of updates to them. This started to cause issues for some users, especially those that run validations.

This repo "Open Data Standards" will be used for OED and a new repo will be created for ORD so all updates can be done separately. Docs and comms will be updated to reflect this.

The overarching ODS initiative does not need versioning, just the components within it.

Considering this, the release of 'ODS v3.0.0' that is due in Jan 2023 will now be the release of OED v3.0.0 and ORD v1.0.0. As ORD has not gone through a major update since its inception and is not as mature as OED it will remain v1.0.0.
