Setup a page on the site to have a queue of recent bugs and allow them to be verified or flagged

Consider that the one user marks a bug as duplicate. If the moderator also agrees and marks it as duplicate. Is this what happens:

  1. The user who marked the bug as duplicate gets +4 points.
  2. The user whose bug got marked ,will not be penalized , but the points which he initially got for this bug, has be removed.
  3. Should the duplicate issue be deleted?

Is this issue needed? Since now we have this check for duplicates feature.
