[BUG]: One timeslice per year breaks scripts

Conda environment check

• [X] I have tried using the osemosys-global conda environment.

Current Behavior

If I change the config file to be one timeslice per year, the workflow breaks :(

Expected Behavior

That OG would process data to be one ts per year called D1S1 (as defined in the config file shown below)

Steps To Reproduce

1. Update the temporal parameters in the config file to be:

dayparts:
  #daypart : [start_hour (inclusive), end_hour (exclusive)]
  D1: [0, 24]
seasons:
  #season : [month 1, month 2, ...] (all inclusive)
  S1: [1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12]

2. Run the workflow with snakemake -c
