City/town changed type wrongly flagged

Brief Description

I found out that when the "City/town changed type" flag doesn't correspond to the changeset changes. Here's a screenshot.

What is the current behaviour, (attach relevant screenshots) ?

What is the expected behaviour ?

Should show only when a city and/or town changes type of place=*.

When does this occur ?

When an element is flagged with "City/town changed type"

I'm using Firefox 121.0 64 bit on Windows 10.
