Changeset comment repeatedly uploaded

Brief Description

A changeset comment I made has been uploaded repeatedly, see https://www.openstreetmap.org/changeset/116653584

What is the current behaviour ?

It's possible that a comment can be uploaded multiple times.

What is the expected behaviour ?

The same comment should only be uploaded once.

When does this occur ?

The website was frozen and not reacting to my first click on the "Post Comment" button. So I clicked several times.

How do we replicate the issue ?

1. Write a comment.
2. Have a frozen / busy website (hard to replicate, may have been a memory thing after scrolling through many changesets)
3. Click on "Post Comment" multiple times
4. See the same comment being posted more than once

Please tell us about your environment:

Vivaldi Browser latest stable on Win 10 x64

Other Information / context:

Suggestion: It's probably impossible to make sure that the website won't ever lock up. What could be done is add a check that any comment can only be sent once, or maybe have a minimum time between comments.
