Document what key projects use shapelib
Thanks to @dbaston for pointing out that there are places other than gdal that shapelib is included.
And specifically:
- Which parts of shapelib?
- What is the best link for each?
- Do they add anything?

The "foreign" package, which is distributed with base R (the language), uses the shapelib
DBF reader. Their SVN repo is https://svn.r-project.org/R-packages/trunk/foreign/src/ , mirrored to GitHub at https://github.com/cran/foreign
@dbaston , I just found https://github.com/fulcrumapp/shp-ruby/tree/master/ext/shp that treats all the shapefil source as c++, which appears to be different that what you found with cran.
Please add GRASS GIS, https://github.com/OSGeo/grass/tree/master/lib/external/shapelib/ Mainly OGR is used, yet this older copy is still included.
Where should the resulting list go?
Should there be something like doc/users.md
in the resulting tar? Or maybe just a wiki page on github? I definitely don't think this issue should be the final location of this list.
I see https://pypi.org/project/pyshapelib/ I am just on a phone at the moment, so I can't look into the zip at the moment. If this code it decent, maybe it's worth bring it to github and making sure it's in decent shape. I can't even see it's license. Is it using the shapelib c code? How does it interface with the C if so. And probably no tests.
