Investigate ItalyRome40ToWGS84_NTV2_GN.gsb and ItalyED50toWGS84_NTV2_GN.gsb

The grids were created using the official conversion service made available by the Italian National Geoportal at http://www.pcn.minambiente.it/mattm/en/
- I cannot find any reference in the EPSG database to a Roma40 datum or geographic CRS. Or is it the same as what EPSG calls EPSG:4265 "Monte Mario" ? I see the publication date of the Monte Mario datum is 1st January 1940
- The grids are not referenced as transformations in the EPSG database. That would be desirable that the producer does it. Procedure described at http://www.epsg.org/EPSGDataset/Makechangerequest.aspx
- What is the license of those grids ? One of those mentioned in https://github.com/OSGeo/proj-datumgrid#about-the-datum-grid-package would be required to consider inclusion
The name "Roma40" in this case does refer to the EPSG:4265 "Monte Mario" (further info).
These NTv2 grids are supplied without particular limitations of use on the website of a local Italian Public administration. However, it seems no license type is explicitly specified, neither for the grids nor for the entire content of the website. I could try to contact the author to to ask him for clarifications about the user license.

You could suggest CC-BY-4.0 ( https://creativecommons.org/licenses/by/4.0/ ) if they don't know which license to adopt
