[Bug] opening workspace in GRASS 8.4 creates undocked display window

Describe the bug If you open a workspace created in GRASS 8.3.0 in 8.4 dev, it opens the display as an undocked window--i.e., not attached to the single window interface. There is no way to re-dock it.

If you create a workspace in GRASS 8.4 dev and reopen it, it displays correctly.

This remains a problem with 8.4 compiled from main today (19 Sept 2023). Here is a screenshot to show what I'm talking about.

I am for moving milestone to 8.4.1.

This is indeed a very weird problem. I am guessing it has something to do with the information in the GUI configuration/settings file. It of course will become less of a problem as we get further from 8.3, but it will remain an important issue for backward compatibility.
