Updating the download UI/UX to increase accessibility to new users as part of issue #414.
At time the historic "GRASS video" is not very visible: https://grass.osgeo.org/about/history/  - it is not clear that the screenshot points to a video - no citation - DOI not...
After discussion with @veroandreo, @petrasovaa , and @wenzeslaus we propose a new UI/UX for the navbar that we believe will help users and developers more efficiently find relevant project information....
Since most of the content in the former `development` page was moved to the landing page of `Get involved`, now we need to add some more info only about development...

Based on [this comment](https://github.com/OSGeo/grass-website/pull/310#issuecomment-1201715419) I guess it would be between v0.69.0 and < [v0.100.2](https://www.opensourceagenda.com/projects/hugo/versions) as v0.100.2 is not using the current defaultMarkdownHandler
