Rasdaman driver doesn't build and would need CMake build system

@PeterBau is there interest from you in keeping GDAL Rasdaman driver alive ?

After investigated with the Rasdaman team, they don't have resources for that currently. Let's move the driver to https://github.com/OSgeo/gdal-extra-drivers where it can be resurected from if needed

Driver has now been removed from OSGeo/GDAL and moved to OSGeo/gdal-extra-drivers (https://github.com/OSGeo/gdal-extra-drivers/commit/ffe0c44714a491eb90ba82d8df74f621ac6003e7)
