Doc: have Java & Python API doc refreshed dynamically

doc/.azure-pipelines.yml unzip old snapshots of Java & Python API docs. Ideally they should be regenerated at each build.

I do not see doc/.azure-pipelines.yml any more. Is the issue still valid?
