GTIFF_REPORT_COMPD_CS defaulting to TRUE?

Feature description

It's been a long time since we first implemented GTIFF_REPORT_COMPD_CS. 3D coordinate systems are quite common, and the PROJ ecosystem is now well equipped to deal with these things. Can we now default this to TRUE?

Can we now default this to TRUE?

https://gdal.org/en/latest/drivers/raster/gtiff.html: "Default value : FALSE for GeoTIFF 1.0 files, or TRUE (starting with GDAL 3.1) for GeoTIFF 1.1 files."

The rationale is that 3D support in GeoTIFF 1.0 has always been a bit brittle, and only GeoTIFF 1.1 makes more solid foundations for it
