GTiff: change default to `TILED=YES`?

Triggered by this stackoverflow question, I wonder... wouldn't it be more logical to set tiling to True by default?

Or if there would be disadvantages for small files, default to 'AUTO' and tile once the image is at least x pixels?

This was discussed in https://github.com/OSGeo/gdal/issues/8440#issuecomment-1731195918 . There are pros & cons, and this would be a change with breaking potential

Ah, OK, indeed, apparently there are significant downsides as well... to the point it can apparently indeed be seen as a breaking change...
