Acceptable licenses and spdx.org/licenses/

STAC Spec license section states that datasets that do not have licenses in https://spdx.org/licenses/ get listed as proprietary. Should the README.DATA be changed to prefer licenses in that list? I think the only change might be to exclude public domain things that don't have CC0 or PDDL.

Thoughts?
