Updating osdcloud-InstallWinGet Function

Updating Microsoft.UI.Xaml.2.7.x64.appx package to Microsoft.UI.Xaml.2.8.x64.appx. When running osdcloud-InstallWinGet in OOBE it would error, saying that 2.8 was the required.
