enable http2 in apache

This ticket is to enable http2 in ood-portal-generator to take advantage of HTTP/2 protocol.

Please consider making it a configurable option in the ood_portal configuration, in case sites want to opt out. HTTP/2 has had its own category of security vulnerabilities which can be avoided by sticking to HTTP/1.1.
