upgrade to boostrap 5

This ticket is to upgrade to bootstrap 5. We can use it now to collect our thoughts on all the areas we know will be problematic when we upgrade.

While reviewing #3460 I noticed that dynamic batch connect really relies on bootstrap 4 classes.

I'm happy to close this now and call it fixed. If there are still remaining issues, we can create tickets for them, but it seems like this is complete at this time.
