Web - Metadata validation check fails with merge option

When editing metadata with the merge option selected, the validation check compares only the patch to the schema, not the merged metadata.

Does this:

when the patch is created no checks are run against the pre-existing metadata that is using the schema that is being patched?

I thought that I fixed this. Need to verify.
