Pick project dialog uses inconsistent paging

When browsing the project listing, result are paged correctly; however, the UI is inconsistent with the paging shown in the main data tree.

Clarification

I don't understand? What does it mean to be paged consistently, the projects consistently show up in the same order when refreshed?

The paging is wrong when using the Project Pick Dialog. This dialog is used to find a project when assigning allocations.
