Schema: Group Ownership & Maintenance of Public Schemas

Need to design a mechanism to allow a groups of users to collectively own and maintain public schemas. This feature is needed to support the communal interests of specific domains without requiring constant involvement of DataFed system admins. This feature is dependent on the ability to create / find / join user groups which will likely have additional features such as news feeds. (Like google or facebook groups)
