System - Add find endpoint feature to web/CLI

The upload/download dialog in the portal does search for matches, but adding a direct feature to find endpoints would be helpful for users while configuring the Python client (default endpoints). Ideally this should be available in both the portal and the CLI (and Python API).

I imagine that there should be a way to view endpoints that are available to the user through the Globus API, for instance personal endpoints. And then DataFed should be able to identify endpoints that the user has allocations on, both of these would be useful hints.
