System - Create metadata file at destination when getting data

When getting a data record, the system should also generate and copy a metadata file to the same destination. The file should contain a JSON representation of the top-level and domain-specific metadata of the record. This file could be generated on-demand and included in the transfer.

This feature is much more complex than originally thought. Deferring until system architecture is re-factored to support federated databases.
