Fan Achievable Efficiency Calculation

need to be able to have the UI send specific speed and return efficiency for a given fan type to make curve like in FSAT2004 and PSAT

could break OptimalFanEfficiency.h into two parts (specific speed calc and efficiency calc)

would also need to return the specific speed for the inputs of the calcuator
