Better handling of MEASUR big Fails/Errors
Inspired by recent support emails, we need to give users better resources for fails on app load, db related things, any other big bugs
- We should form some better messaging to the user if there has been an error in the core module or component (mostly DB or initialization related) as it will only show 'gathering assessments' even if error. Should include some human readable error as well as line nums for us
- Replace instances of Ginas email with the new support email
- Add user bug submittal template - Going to save Kristina time emailing back and forth and going to save me time middle-manning questions to Kristina.
- Updated user bug submit instructions (will show with each error)
- Added global error handling for big app errors - DB error, WASM startup, app startup
- Added 'download backup data' to sidebar
- troubleshooting is contextual on web/electron
