assessmentType property - create custom Type

Create a custom type to enforce using the same strings for comparison anywhere that uses 'assessmentType', assessment.type, etc. throughout the app

Ex. of differing values used all over app: PSAT, psat, pump and 'waste water' vs WasteWater'
