Avoid excessive output from PyAction schedule.insert_keywords

Processing PYACTIONs that use schedule.insert_keywords at every time step currently produces a LOT of output. This draft silences this completely - maybe it should go to debug (possibly with a cmdline option?). Opinions welcome.
