To eliminate side effects of --enable-tuning=true without any TUNING keyword or defaulted TUNING record items.

The question is: Wouldn't an engineer expect the defaults of the commercial simulator?

Maybe, but I believe few will care about these parameters, and in my opinion it is more confusing that --enable-tuning has side-effects even when none of these values are set.
