Missing condition in BR BR-BT-00759-0036 and BR-BT-13713-0036

Hello,

we are having problems complying with the following business rule (in the italian language) and assume that the check of a condition is missing resulting in error 400 during the validation of eFORMS in SDK 1.12:

1. 'Numero di offerte o domande di partecipazione ricevute' (BT-759-LotResult) è obbligatorio nel tipo di avviso '29 – Avviso relativo all’appalto aggiudicato – direttiva generale, regime ordinario' fatta eccezione per le seguenti condizioni: 'Offerte e domande ricevute: tipo' (BT-760-LotResult) non è compilato;

2. 'Risultati: identificativo del lotto' (BT-13713-LotResult) è obbligatorio nel tipo di avviso '29 – Avviso relativo all’appalto aggiudicato – direttiva generale, regime ordinario' fatta eccezione per le seguenti condizioni: 'ID tecnico del risultato del lotto (RES-XXX)' (OPT-322) non è compilato.

We report that this errors prevent the publication of notices.

Hi, The conditionally mandatory rules do not have conditions explicitly stated as they share the same condition as the conditionally forbidden ones, taken in their contrapositive form since the field becomes mandatory as soon as it is allowed (i.e. not forbidden). So as soon as BT-760-LotResult exist, sibling BT-759-LotResult field is, not only allowed, but also mandatory. Business wise this means that any specified category of received tenders/requests to participate (e.g. from SMEs, from outside EEA ...) has to be associated with a number. So I guess the XML is missing some information (e.g. a code was present and lacking an associated whole number). KR

Summing up, can you please confirm that there is no proper Business Rule for the example mentioned above?

Moreovere, we singal that we submit notices using your validation system in SDK 1.12.
