Blocking for collaborators

Collaborator blocking is available to all users with full access. I would like there to be an option for editing access rights, but without all the other features. For example, without blocking editing for co-authors.

And yet - no one can understand - who exactly blocked the file for the co-authors? When unlocking, the information is written, but when it is blocked, it is not.
