Discussions: Deep linking into replies

Right now, when a user receives a notification for a reply and this happens:

With the anchor in the path to the PARENT comment...

1. The page scrolls to the comment
2. You get a dashed border.

Describe the solution you'd like For this to happen:

With the anchor in the path to the reply...

1. The page scrolls to the right bit of the page.
2. The thread opens to show the replies.
3. The right reply has the dashed line.
4. (Ideally with better padding that I got quickly from mocking up).
