[bug] Questions slugs!

For questions, the slug is automatically updated if the question title is updated. This has the potential to create a lot of broken links about the place (email notifications, etc.) as previous slugs aren't saved/checked.

Please implement an approach to previous slugs similar to how tos/research do. They both have their own implementation so it might be worth also doing #3325 as well.
