Feat: Block users without a completed account from certain actions

Currently, a user who has signed up and is logged in can:

  • Comment anywhere
  • Create a how-to
  • Create a research article

Even if they haven't completed their profile or verified their email address.

As well as 'blocking' a user from commenting/creating content on a technical level, we need some design work on how to present that information to users and giving them the easy action to complete, so that they can comment, etc.
