Feature: Deep link into adding impact data

Is your feature request related to a problem? Please describe. Currently, if a workspace user would like to add their impact data, they need to go to the settings page, manually scroll down, click 'expand and edit', find the year they're looking for, click 'edit data' and then add the data.

Describe the solution you'd like The current flow is fine but next month (Janurary 2024) the team will be emailling workspace users to ask them to update their impact for the new year. It would be WAY better if they could be emailed a link that's something like /settings?section=impact.2023 or /settings#impact2023. This link could then also be added to the ImpactMissing component.

Additional context Linking into the settings page is already a little annoying because of how the full page eventually renders, it does it in stages so simple id anchors won't do the trick, something more complicated will be needed.
