Add optional description field for peers

The description, if provided, will be added as a comment right under [Peer] in the config document. This can help identify at a glance all the peers when looking at the config once it is stored on the server.

@OJFord Done! I would've prefered doing the split in the template, but Go's templating doesn't support that and I didn't want to bring in sprig as an additional dependency. I still think the solution is clean enough.
