[Bug] Drag and drop or double click of display set onto the frame view HP should replace the contents of every viewport with the chosen display set

Describe the Bug

If the frame view hanging protocol is being used to view a display set, then choosing a different display set from the thumbnail list (i.e. either via drag and drop or double click) should replace the contents of every viewport with the new display set chosen from the thumbnail tray. Furthermore the various synching options of the frame view HP should be applied accordingly.

Steps to Reproduce

1. View a display set using the frame view hanging protocol.
2. From the thumbnail tray, drag and drop a different display set onto any viewport.

The current behavior

Only the viewport dropped onto receives/contains the display set dropped.

The expected behavior

Each viewport in the frame view contains the display set dropped. All synching is enabled.
