[Bug] Unable to drag and drop new display set, when pdf currently is displayed, (3.8.0.-beta.81)

Describe the Bug

When using a single viewport to display a pdf, drag and drop another series does not work. OHIF Version Number: 3.8.0-Beta.81

Steps to Reproduce

Currently unable to reproduce this bug using https://viewer-dev.ohif.org/, because the demo does not contain the necessary dataset. That is, we need a study that has a doc AND an imaging series. Once you have such study, the steps to reproduces are:

1. Open such study on basic mode.
2. Set a single viewport, to view pdf series
3. try drag and drop a different series to the viewport.

The current behavior

Unable to change the display set.

The expected behavior

Able to change the display set, via drag and drop.

@sedghi , yes this is still happening on 3.9.0-beta.14

To clarify, the bug is specifically using drag and drop a new display set. Double click on a display set works.
