Value as concept id vs value as number Rule in Measurement

Some concept ID in measurement requires 'value as concept id' rather than 'value as number' such as 'presence' or 'dip stick' result (because dip stick result is 1+, 2+, which is not numeric)

Should we add this rule to the DQ dashboard?

@chandryou how would the check function? For certain MEASUREMENT_CONCEPT_IDs would it look for the presence of a VALUE_AS_CONCEPT_ID? Just trying to get an idea of how we could evaluate it.

I think it could be added. finding the Error is not a numerical evaluation. @alondhe would know how to implement this best
