The relationship ‘Maps to value’ returns concepts that are NOT Meas Value

For example 'Blood alcohol level of 20-39 mg/100 ml' maps to 'Blood ethanol measurement' and maps to value 'High alcohol level in blood' where the domain for the value as concept id is Condition. This violate the rule that value_as_concept_id should be in Meas Value domain.
