Procedure quantity documentation needs updating

I am not sure if this is a DQD issue or a CDM documentation issue. But the check doesn't match the conventions. Let me know if this is a DQD issue and I will post it there.

The DQD gives an error is procedure_occurrence.quantity is NULL. The documentation gives the guidance "If a Procedure has a quantity of ‘0’ in the source, this should default to ‘1’ in the ETL". However, this field is NOT listed as required in the CDM v5.4 documentation as a required field.
